You will need:
Pepperidge Farm pirouette cookies (O' Pepperidge Farm, is there nothing you can't do?)
orange candy writer
yellow candy writer
wax paper
sugar cookie dough
bag of white and any color frosting with a 4 tip (or just use a store-bought tube)
1 1/2 inch circle cookie cutter
5/8 inch circle fondant cutter
toothpicks (optional)
Step One: Melt your candy writers
Place writers in hot water (not boiling) for several minutes, turning and kneading frequently. You may need to keep replacing the hot water to fully melt the candy. You may also need to keep putting the writers back in the water sporadically while you use them if they start to clog.
On a wax paper-lined tray, make flame shapes with the orange candy writer. Let set about 1 minute. Fill with the yellow candy writer. Let set a couple hours until firm.

Roll your cookie dough thickly, about 1/4 inch. Cut circles with the 1 1/2 inch cutter. Cut smaller circles in the center with the 5/8 inch fondant circle cutter. Pirouettes are about 1/2 inch diameter, so the circle should be only slightly bigger. this should work well as long as you use a good dough that doesn't spread. Bake circle cookies. (I also baked the cut out pieces, I figured why not?) When cool, decorate with frosting.

Step Four: Assemble your candles
Carefully place pirouette cookie (I broke them into varying sizes) into hole of cookie base. If you are assembling right on the surfacde where they will stay (as in, on a cake), pipe frosting in the hole for added stability. Dab a bit of frosting at the top of the pirouette. I used white, in case any peeked through. Stand your candy flame on top. For even more stability, dab some white frosting on the side of a toothpick, near the top. Press into back of candy flame and insert toothpick into pirouette. Of course, don't forget to remove toothpick to eat!

These cookes are very fragile, so you may want to make them right before presenting and make them close to where they will be used.
Now, make a wish and eat!
